Someone I work with is trying to view a movie downloaded from itunes on their tv. They’re running it from their pc to a 27″ 1080p hdtv via a VGA cable. He says it’s very pixelated. It’s in mp4 format. Are there any ways to fix this?

It all depends on the resolution of the movie. Showing a low-res movie on a big screen shows all the artifacts. If possible, he should download the HD version - or the version with the highest resolution.
